GTA-like for MS-DOS

[Tandyman 100]

Is there a good Grand Theft Auto-like game for MS-DOS? I like the
driving-around-and-completing-missions aspect, but would like a free
clone.

As a side note, It'd be cool if there was a good 3d driving game with
graphics like Wolf3D or Doom. Vice City port, anyone?
