I would think you need to specify the full path ie:
device=C:\dos\himem.sys
or the equivalent.

Assuming you have specified the proper path to the directory where himem.sys is
located, you might have to set a "machine" parameter in the himem.sys line in
Config.sys like so: (assuming himem.sys is located in c:\dos)
device=c:\dos\himem.sys /machine:nn
where nn is a number between 1 and 13. You might also check your BIOS for an
A20 setting (if available) and change it to a different value.

I wouldn't take that bet. I seriously doubt that himem.sys is in the
root dir. If himem.sys isn't in c:\ then clearly the line
device=himem.sys is the problem. There should be a copy of himem.sys in
the Dos dir and possibly a copy in the windows dir. Most likely the
copy in c:\WINDOWS is the newest so the line should probably read
device=c:\WINDOWS\himem.sys

While this is true, I've got to say that it's either rare or I'm pretty
lucky. I've never had to add this line to a system and I've set up
quite a few. Based on my life experience so far, I'm not betting on
luck :)
