They could be hidden/system/read-only files, what version of dos are you
using (probably 6.x), and are you using 4DOS (4dos has hidden files for
the file "descript.ion", and swap files if necessary).
You can check to see if you have those files by doing a DIR (ie. for
hidden files "DIR /a:h /s" from the root dir will list all files and in
sub-dirs that have hidden files).

UNDER NOT CIRCUMSTANCES SHOULD YOU TRY TO REMOVE OR ALTER THESE FILES.
Sorry about shouting but it is critical that you understand that these
files are critical DOS files and they cannot be deleted or moved without
dire consequences. They are more than likely io.sys and msdos.sys and
these files are placed on your hard disk when you installed DOS and are
read only and hidden, therefore immovable by Norton or other defrag
utilities.
Unmovable files (in defrag programs) are files that have their hidden or
system attribute on.

Change to the root of the disk in concern and issue the command:
DIR *.* /A:HS /S
This way you know what they are, but not where.

BTW: With Norton utilities disktool.exe, the hidden system files can be moved
in front of the disk. And with speedisk.exe you can see what files are
in the unmovable segment.
A Trouble-Space host-disk can be defragmented by first removing the
S and H attributed from the double-space compression file. This way
a fragmented compression file can be defragmented. After defrag change
the attributes back and defragment the compressed volume.

Not always.
Try to use 'map walk' mode (at least Norton's SpeedDisk it has).
Just click the mouse on 'X' symbol in map and the list of files
occupying that block will occur.
If you have no mouse you may go to 'map walk' via the pulldown menu.
As a result you will have a list of unmoveable files and own opinion
on what to do with them.
