Is it okay to delete .tmp files in my DOS directory?

I would be slightly more careful. Make sure that you are not in a
Windows session, but in DOS mode only. After deletion, you may want to
run a ScanDisk or something similar to make sure your harddrive is ok.
When that many .tmp files get created, it may be a sympton of a problem.

You can delete them. It is also not a good idea to use the DOS directory
for temporary files. Change the entry in your autoexec.bat file to point to
a TEMP directory off your root drive or off the Windows directory.
For example: SET TEMP=C:\TEMP or SET TEMP=C:\WINDOWS\TEMP
