Anyone tried 4dos under dosbox & found a way to do this eg by some
combination of country.sys, nlsfunc etc? A fix to to dosbox so it
sets country up properly has been requested, but I'm not sure when (if
ever) that will get implemented.
Have you looked under OPTION at the OPTIONS1 page?

sorry, i meant to ask the original poster. the only way i was able to
launch 4dos as primary shell was if i booted my own dos bootdisk (or
bootable hd image). however, dosbox features and internal commands
become inaccessible (mounted hd/folder).
btw, this could be a possible answer to johnlee's question. boot your
own dos in dosbox to get dos features, at the expense losing dosbox
commands.
Look at the installation instructions, and run it during bootup
with the /p switch. Have it open your permanent CLI window. The
following is a typical command for W98 in config.sys:
SHELL=C:\4DOS\602\4DOS.COM C:\4DOS\602\ /P

but dosbox ignores config.sys and autoexec.bat. for the above
statement to take effect, one has to boot a bootdisk from dosbox.
Not sure why you think it's a problem - I just downloaded into my
ubuntu the latest dosbox 0.72, then made the changes to dosbox.conf as
per the instructions to create a c: drive - from dosbox- adding my
normal command for starting 4dos eg c:\4dos\4dos.com/e:16384
start_bat_file to dosbox.conf, and away it goes. There is no need to
add any shell commands. So maybe I've missed something but it is very
simple & well documented.
