I know there is a win.ini command to reduce the vertical spacing between
icons.... what is it? My icons are too far apart vertically and I want to
squeeze them a bit closer together.

Go into WIN.INI and in the [Desktop] section add;

IconVertSpacing = x

You'll need to experiment because the default vertical spacing changes
depending on the font and length of your icon labels.

Cheers,

In WIN.INI, [Desktop] section, under IconSpacing= add:
IconVerticalSpacing=54
Save, exit, restart. That should fix it. It then helps to edit your icon titles
to one line so that your desktop is easy to read. You can force one line on long
titles by removing a space. File Manager = FileMgr, for example.
