I have looked all around and sofar nothing quit gets me what I want. if

As far as a CD-ROM drive goes: load your drivers in config.sys and
autoexec.bat (mscdex)
If you can access it in plain DOS, then it should show up in Win3 too

It took me three days to get it to download but I finally tried it
this morning and it seems to work well. It supports CDROMs, and even
saves your configuration settings back to the disk.
