Does anyone know if there is an API call that returns the security
permissions\ownership of a file in NT4 or Win2k.

Hmm...I don't suppose it could have an obvious name like
GetFileSecurity, could it? IIRC, you have to enable the
SE_SECURITY_NAME privilege to use this successfully.
