NT Service Shutdown abnormally when logoff

Used to have Java Web Server Service running with no problem in NT (Pentium
III), setting this service to auto-start when system starts, but after
upgrading to a Pentium 4 PC, start having this problem:

When running the service, user login as adminstrator/or other users, work on
their PC, then logoff. The Java Web Server stops! Users have to either
login again to manually restart the service OR reboot the system to let it
auto-start the Java web server service! Anyone has any clue or any
suggestions of workarounds for this problem?
By the way, I was told it was because of Pentium 4 related issues which I
don't agree!
