Win98 non-PCI USB host controller driver

I am planning to write a Win98 driver for ScanLogic SL811HS host controller.
This controller is not compatible with OHCI/UHCI standarts, but is rather an
izoteric, ISA-interfaced controller.
However, I could not find the API needed in order to write custom HCD, only the
API for writing USB device drivers. Is anybody familiar with the subject and
can provide some help or advice?
