CPL file (Control Panel Applet) install issues

I'm writing a driver which needs a Control Panel Applet
installed. I've gotten the CPL file written and debugged, and am now
dealing with installation issues. I've noticed a couple of strange
behaviors under NT4:

- The first time I run Control Panel after having the file
installed (I use WISE 5.0g for the installation), the
Control Panel runs my applet causing the config dialog to
pop. This is not desirable. Installation of the CPL file
is simply a matter of copying it to the %SYS32% directory.

- When I uninstall, all files except the CPL file are deleted.

I'm sure that WISE is attempting to delete it but apparently
it's not successful.

Beyond those two problems the CPL works as expected. Has
anyone successfully gotten a CPL installed/uninstall to work more
smoothly than this?

Any ideas as to what I'm doing wrong?
