Is there a program that detects when dial-up goes down and starts back up?

Hi folks,
Occasionaly in Win95 while connected to my ISP the conection will drop.
Is there a program out that can detect when this happens and
automaticaly reconnect to the ISP without my intervention? I was able
to write my own program (using UNIX) that was able to do this.
