Regarding peak Indicator for speaker

Hello Developers,

I have to show the audio bar (peak indicator).I have vlc player
that will play my audio file. How can i get the audio amplitude in
XP.In vista we have core audio api using that we can easily do.

Please help me as earlier as possible...........
