.ICO File Format Specifications

Does anyone happen to have the Windows .ICO file format specifications
handy? I understand that the September issue of the Microsoft Systems
Journal has this listed in an article concerning resource file formats,
but I've been unable to find the issue anywhere.

I'm basically interested in converting .ICO files to alternative bitmap
formats, so any insights would be particularly helpful.

There's also a pretty good description of it in the current issue of
PC Magazine, in the Utilities/Programming/etc. sections in the back
(Sorry, don't have it with me to give you date & volume/issue...look
for the one that has the reports on 486 DX2/66 systems).
