I need something to decompress a .tar.Z file. Is that possible on a
windows/DOS system, or am I being an idiot?

Look on any good ftp site (eg ftp.simtel.net) and you'll find DOS clones
of all the standard Unix tools.

You need a tar program for DOS. Search the Internet, there are many
free/shareware versions out there.

WinZIP from Nico Mak Computing, Inc does the job.

"WinZip includes built-in support for popular Internet file formats: TAR,
gzip, and Unix compress (.Z). Now you can use WinZip to access
almost all the files you download from the Internet.", from their WEB.

Download it from : http://www.winzip.com

It is most certainly possible! First, you need to uncompress it. if it ends
with .z then you need gzip, if its .Z you need uncompress (i'm not sure if
gzip can handle .Z files).. then you apply tar (tape archive) to extract the
files and directories.

gzip and tar can probably be found in the GNU software area on any simtel
mirror
