I'm writing an application that is supposed to be able to read some
common text file formats, including .WRI. Where can I find a
description of that format?

Try looking in the Windows 3.1 API Help file; the Write file format is
fiendishly disguised as the topic "Write File Format" :-)

It's in the file C:\VB\WINAPI\WIN31WH.HLP. Search for the topic.
