new to device drivers::::setting MSTOOLS environment variable

hello friends

i am new to driver development. i installed NT DDK and
platform SDK february 2003, MVC++ (visual studio) is already there in
my computer. But it is still giving the error "MSTOOLS environment
variable is not set, Install Win32 SDK ".
Is there any way to overcome this error with out installing the
Win32 SDK.
Where i will get the Win32 SDK, i searched web for a day i didn't got
anything, even from microsoft's site.
