14min desktop surfacing, no screensaver

I cant stop win98 from surfacing the desktop, when I have
open windows being constantly updated with stockquotes, etc.
(but no mouse/keyboard activity)
I think its related to the 14min I see listed for activating screensaver
but I have no screensaver selected.
Win95 doesnt misbehave in this way...

Any suggestions?
Am I only one observing this phenomenom?
