Anyone know whether Win98 and WinNt 4 Dual Boot requires that 98 be
installed first?

Not if upgrading a 95/NT dualboot system, but if you are installing on a fresh
box, it is a good idea (if anything, NT installs faster if the setup is run
from inside windows than just from a dos prompt without using the bootdisks.)
