New Common Controls DLL for Internet Explorer 4.0

In the October, 1996 Microsoft Systems Journal (p.53) there is an
article talking about the new Commons Controls DLL for Microsoft IE 4.0.
These include some classes which we very much need.

According to the article, beta versions of the classes can be obtained
by using COMMCTRL.H and COMCTL32.LIB from the ActiveX SDK, and
COMCTL32.DLL from Internet Explorer 3.0, beta 2 or higher.
(They were included with IE3.0 although not officially released)

IE 3.0 and ActiveX, however, appear to be available only
on Win95 and WinNT 4.0.

Does anyone know of a way that I could use these controls from
WinNT 3.51? Thanks in advance.
