I assume that by using the "Update" feature of 98 this will not be possible?
Will there be some way to have the "Update" retrieve the necessary files and
install them offline and preserving them.

At the mo you have to update your comp on the internet, although its
possible to get the EXEs (Service packs/updates etc.) from your Temporary
Internet Files folder.
