Every time I boot, I have to reset the second serial port to com4 so
that I can use my modem at com2 (USR - only choice 1-2 or pnp.)
Everything works fine, but when I cold boot, the bios resets
everything to default values, including the com ports to 1 & 2. The
error message indicates the com port setting is incorrect.

I have never seen a modem the was com 1 & 2 only. Never, never, never install
an internal modem on com 1 or 2. You're bound to have problems sooner or
later. Remove your modem from the device mangler. Install another
communication port manualy and set it to com 3, irq 5 or other available #. Do
not use IRQ 3 or 4. Com 1 uses irq 4 and com 2 uses irq 3. The device mangler
will try to use 4, but don't let it fool you. Force another irq#. Reboot the
machine. Goto add new hardware and setup your modem on com 3. Good luck!
