Problems W/Win98 not loading drivers on boot

I have been experiencing a problem with the beta3 os not loading my mouse
driver on boot. I have a standard serial mouse and have tried just about
every driver available. The generic serial mouse driver will work after the
system is up but I have to highlight it in device mgr and then click
refresh. Also my sound card drivers are not working properly. If I remove
the device and have Windows auto detect on reboot, I get Irq conflicts. If I
manually change the Irq to #7, I eliminate the conflict but the system won't
recognize the card. Any Ideas?
