IE4.0 subscriptions don't work

If anyone has been able to get subscription feature
to work in Internet Explorer 4.0 I would like to know
how they have it configured.

I've been working on this problem for 3 days and I've
tried everything I can think of including a complete
uninstall and reinstall of all Explorer components.

Alternately, can anyone recommend a good third party
offline browse product with similar functionality.
