FAT32 forcing MSDOS Compatibility mode?

When checking the Performance tab in system/control panel, I get the
message that c:\ is using MSDOS compatibility mosde. Help says that
Windows must not recognize a driver in the config.sys or aurtoexec.bat
files but, of course since I did a clean install touse Fat32, both of
those files are empty. Is MSDOS compatibility mode just the nature of
the beast when using Fat32?
