Windows ME - can't launch IE - keep getting Welcome to MSN Internet Access!

I just installed ME and have not set up my dialup networking
connection yet, but I wanted to use IE to browse HTML in another
program. The problem is I can't seem to launch IE because I keep
getting the MSN Internet Access setup screen instead. I installed
Netscape and when I tried to launch that I got a message saying it
might not work with Web CD and did I not want to use IE instead.
Clicking OK launched IE. Any ideas?
