Is there a way that I can preserve my Win95 configuration and settings
without partitioning my hard drive and still upgrade to Win98?

During the installation of Win 98, the installation will ask you if you want
to save your old system files. Doing so will allow you to uninstall Win 98
and go back to Win 95,... but you won't.
