Wav files playing slowly in 1691 version

I just installed Win98 version 4.10.1691 (rc0), and I've noticed
something strange. When the Welcome to Win98 box starts,
the welcom98.wav file plays very slowly. So, I went into the
directory to play the file directly. If the player is in the
foreground, the file plays slowly, but if I minimize it or click
on the desktop (screen background), it speeds up to normal.
However, other wav or au files play a little slower if in the
background than in the foreground. Strange.

The machine is a TI TravelMate 5000 (P5-75), with 32MB RAM, and
a built-in Media Vision Pro Audio Deluxe/ProSonic/Jazz-16 card.
Everything else seems to be working fine. The Win98 was installed
over the top of Win95 OSR2. Yeah, I know I need to upgrade to a
later beta. Is this problem something that's been seen before?
