web tv in australia?

As an australian Pc user, recently I bought a MiroPC TV Pro TV tuner card to
watch television & teletext in a sizable window on top of Windows 98. I
tested the Web TV applet that comes with windows 98 with the tv tuner card,
and even though it seems supported with the web tv applet, the web tv
service is only available in the united states.

Would I have to have digital tv before I receive a tv signal through the
internet or not? Intercast would not install in television except in united
states or germany.

While I wait for web tv to arrive in Australia, is there any workarounds at
all in order for me to receive a signal or channel via the internet without
using intercast or web tv that comes with win98? If so how would i receive
a tv signal via the internet?

When is Microsoft due to start the local australian version of web
television through it's existing or similar australian tv web applet for
win98 or later?
