Win98 "driver signing"

I am looking for the tool or loacation that you can turn off the flag
that says the driver is not signed. When you install new drivers if
their are not WHQL "signed" (blessed by Micorsoft) you get a message
that says the driver is not signed. Wher can I turn off this message?
