98 and profile settings - problem

I loaded 98 beta 3 on a computer the other day, and now
it no longer retains any personal settings (ie: when the logon
screen pops up, you type in your password. It always re-
confirms the password, but does not generate a password
list *.pwl). Tried setting up a profile, but when asked to
create new folders, the system then reports unable to write
to disk because either it is write protected or does not
support long filenames.

Any suggestions? I wiped the drive and did a clean
install, and that didn't help. thanks - BDP
