Someone found a solution to my problem of excessively slow Internet
login times:

> Like I said before in a letter that must have gotten lost somewhere.
>The best thing for you to save when you are in the process into
connecting to
>your ISP with a modem is to do this: go to your Dial-Up Networking
and press
>on the porperties options of your ISP icon. There, go to the Server
Types and
>deactivate all of the three options in the Advanced Options window
(they may
>already be deactivated in which case there is nothing to do there for
you).
>Then make also sure that you don't have NetBeui X'ed since this one
is also
>useless for all users of modems. These options are only useful for
people who
>have fixed IP's or are on ISDN (ethernet card), or on Cable modem.
This
>should save you a noticeble amount of time when you are connecting to
your
>ISP.

It cut my dial up time from 60 seconds to 10! :)
