Since an OS cannot possibly cause permanent damage to a machine, there
should be no hesitation in installing it. Worst case scenario, anyone with
a fair amount of computer experience can completely rebuild (soft) a Win 95
machine in less than 4 hours.

Actually, the worst-case scenario would be for someone who *doesn't* have
a "fair amount of experience" in installing/uninstalling operating systems
and bulk applications. Sure, if you're a total genius and eat ICs for
breakfast, then it won't worry you, and to be quite honest, I don't know
why you'd go back to Win95 after Win98 anyway (except maybe space
requirements, or an affiliation with Netscape). However, my Win98 test
machine is only an old PS/1 that nobody's using at the moment; my *real*
computer runs NT Workstation, and there's no way I'd give that up on a
whim for anything else.
On the subject of recovery, I'd like to remind people that while Win98
installs quite happily on top of Win95, it does not uninstall correctly,
even without FAT32.
