It includes USB drivers (with more classes than the OSR2.1 add-on).
Information from a Microsoft PPT presentation at sept-96 USB conference.

Osr3 seems to be a catch all phrase to describe anything after osr2. The USB
(osr2.1) addon to osr2, detroit (different deadend version of win95), or
even the memphis alpha (december release).

I have seen people use osr3 to describe many different products that came
after osr2.

# 1 , there is no osr3. only an osr2. The next version of win95 is
WIN97 better known as memphis, released december 96.
memphis is buggy, and easily crashed. programs vary from system to
system on accessablity. The only reason I would upgrade from osr2 to
memphis is the cvt.exe command which converts your hard driver to vfat
32 VERY efficiently. THEN I would uninstall memphis and go back to
osr2... which is the ONLY version of windows95 <96> which can support
it.

OSR 2.1 is Detroit, I believe, and it is also refered to as OSR3 (USB
Update). Version is 4.xx.999 or something (from what I heard). Memphis is
a totally different dog (or city =).

That is wrong also ... OSR3 was the beta used during the USBBETA
program (Detroit). There was never a planned OSR2.1 release, it was
just a development thing that was to be wrapped and expanded into
Win97/98. I know because I was involved in the USBBETA (which started
around the same time as that Nashville 999 was leaked) program and
there was several OSR3 releases with the final beta release being sent
out around the same time as the OSR2 final (end of July/beginning of
August). The Detroits were OPK releases, with the last (1154) being
OPK 2.1. Again as I've mentioned before ... I've been known to be
wrong before but if you ever have followed any warez NG's you can see
from the 0day stuff the natural progression of these OS's ...
