Outlook Express problems

I use outlook express (supplied with RC0). No matter what I do it alway dials my ISP on startup. If I tell it to dial my ISP on startup then during dialup I press the cancel button another "connecting to ..." window pops up. This one I can "really" cancel. Its as if outlook express must dialup on startup. If I tell it to dial on start then cancel, the default "I must dial" kicks in. By the way, I do have it configured to dial my ISP every 30 minutes.

Anyone else see this?
