I have WIndows XP pro, with the drive set to NTFS. My TEMP and TMP
directories in the profile is set to C:\temp. On 5/31 all of a sudden
I got a "COOKIES" directory in C:\temp, which has NEVER happened
before. The cookies prior to 5/31 was showing up in
%USERPROFILE%\COOKIES. All patches have been applied. Any ideas why
this is happening?

Sounds like adware garbage. Your system isn't going to do something
like that without being told to. I've never seen a "cookies" folder
on the root of C:, but I'll bet if you search around on Google you'll
find some spyware crap that causes this.
