Can anyone tell me if I can use tcp-ip with only
two computers using ras. I use ras to log in with
my provider so that works ok but when we try to test
our web server with just ras and no network cards we
can't log-in.

Make sure you have installed the "MS Loopback Adapter" in your network
setup. you need this for RAS dialin with no network card.
