Packs 1 and 2. 2 encompases all the bug fixes available in #1.

I too have downloaded all 20mb's of NT4SSP2I.EXE, (Service Pack 2 for
NT4) and am a little confused, the hot spot on Microsofts Service pack
indicated that I would be downloading Service Pack 2 for NT4????. I have
done a "trawl" on the keyword "Servpack" and am told how easy it is to
run the service pack, just place the decompressed NT4SSP2I.EXE into a
directory & type update; trouble is the dbg extension doesn't compute,
I've changed the extension of update.dbg to update.exe & the system runs
out of memory!. There is no mention in Help or in the documentation for
NT4, to guide one in the upgrade process, WIN95 is easy. as is OS2. Any
idea where to go for a valid NT4 service pack 2 (warts & all, or better
still service pack 3).

Try:
ftp://ftp.microsoft.com/bussys/winnt/winnt-public/fixes/usa/nt40/ussp2
If you're running on an Intel platform, select the i386 subdirectory
from there. The file you're looking for is SP2_400I.EXE.
