Only relevant news group I know of is COMP.DATABASES.SYBASE - MS SQL
Server is effectively a rebadged Sybase 4.something.
In terms of comparison with Oracle (on NT at least), I would say that
it is streets ahead. It comes with a full set of genuine GUI tools
that make system management really easy and it is a lot lighter on
memory. It seems very stable (though I have never really pushed it
hard) and it is well integrated with other MS products e.g. Access &
VB.
Oracle are hot on compatibility between their various implementations
which may be a big plus if you are working in a mixed environment,
but it does limit their scope for exploiting the specific features
of the operating system on which they are running. In particular,
their tools running on NT are very crude. It is also a lot heavier
on memory - I have seen MS SQL server give reasonable response for
a small number of users on a 16 MB machine whereas Oracle almost
brings my 20 Meg server to its knees.
