I would like to migrate 12 gig of files from one NT Server to another while
retaining the NTFS file permissions on the files. After being copied the
files are picking up the NTFS File Permissions of the parent directory on the
server to which they were copied. Is there a way short of using BACKUP to
copy NTFS files to a different Server and retain the NTFS File/Directory
Permissions.

Microsoft stated that a "move" not copy would retain permissions-but I have
found that when moving files between Servers that isn't even true. Any
assistance would be greatly appreciated.

You can use the SCOPY utility. I believe it comes with the Resource
Kit.
