Q: Can't change passwords

Hi NT-folks!

We have just reinstalled our server to be a Domain controller. Now
noone, including Administrator, can change their password. Every
attempt results in:

Unable to change the password on this account [C00000E5].
Please consult your system administrator.

Since we are the sysadmins here, we thought that we would see if this
is a known mis-configuration on our part.

We have looked in the Knowledge base (on www -- our TechNet has not
arrived yet) to no avail.

Any ideas?
