Windows NT Security (logout) dialog via command

Hi:

I would like to invoke the "Window NT Security" dialog
(logout/password/etc), normally invoked by a logged in user pressing
Ctrl-Alt-Delete, from the command line. However, I don't see any
program, nor can I find a FAQ entry.

Anyone know if it can be done, and if so how to do it?
