Promoting workstation to Server PDC

Small network of 2 x NT 4.0 workstations + 1 x win 95.
Upgraded onr workstation to NT 4.0 Server but it didn't become the PDC.
Any suggestions on how to make it the PDC?

Reinstall NT 4.0 Server. As far as I know upgrading a workstation to a
server makes it a stand-alone server.

Jon,
I may be wrong but I believe that the only way to get a server to become
a PDC is to do a fresh install. A BDC can be promoted to a PDC but a
server can never be any type of domain controler
