Send Fax from Windows NT 4.0

Hello All,
I am looking for a software package that will send a fax out the fax modem
from the command line. ie.
faxout "file.txt" com2 555-6789
Is there such a thing out there???

No need to be amazed.
Unix is a 20 year old operating system.
Windows NT is 3 or 4 years old.
Now, is it reasonable that 3 or 4 years development produces
as much software as 20 years of development?
Btw, can I run Adobe Photoshop on Unix?
