It depends on what you mean by "talking". If you want to set up an
AppleTalk file server on an NT Server box, you'll probably want to install
Services for Macintosh. OTOH, if whatever you're trying to achieve can be
done using TCP/IP, I'd look at this first.

My aim to be able to see/share the files on the Macintosh pcs/ AppleTalk
file server. With the Services for Macintosh added to my NT server, the
Macintosh are able to browse the network and see my NT server. However, I
am not able to see the Macinitosh. Pretty-much one-way so far.
And on my Control Panel, I am unable to locate from the Protocol List
:AppleTalk protocol. How can I install it? Anyway, I will look into
whether Macinitosh can implement TCP/IP.

I guess you could install an AppleTalk client on the NT box, especially if
you have only one Windows machine and several Macs. I haven't done that
for several years, but there used to be reasonably suitable third-party
software available.
Another option would be putting SMB (i.e. Windows file sharing) server
software on the Macintoshes; this might be a good idea if you had a few
Macintoshes and a lot of Windows clients. I think you'd need non-Microsoft
software for this as well; IIRC Apple sells a server suite that includes
an SMB server, and there are probably still third-party daemons available
as well.
