Administrators Usernam/PW Access

I am interested in writing some administrative
utilities for NT. One of the things I want
to do is to be able to edit the UNAME/PW pairs
under the administrators control.

In UNIX there is a function:

getpwuid(uid)

which returns a structure filled with UNAME/PW
<and other info>. That's roughly what I want to
do.

Does anybody know of functions, or 'how-to',
examples?? Does anybody know of the NT functions
that will return me a un-encrypted password
for a given user???
