I ended up deleting the scope and re-creating. I also set the DHCP Server
properties to ping 1 time before allocating a new IP so that it wouldn't
(hopefully) allocate duplicates. This has worked okay.
Still, if anyone knows away of modifying the subnet mask without having to
delete the scope, I would be interested.
