Setting users PATH environment variables

Hi all,

I am a beguinner in windows nt, and need to adminastrate a machine
with WinNT Workstation 4.0. Mi problems is about modifying the PATH
environment variable for some users.
I´ve reading related posts in the group but haven´t found a solution.

The matter:

In control panel->system:
- Logging as administrator, only the administrator PATH variable can
be changed.
- Logging as a user, his PATH variable can be seen but not edited.
(is this right?)

1- Should the PATH variable be set from de registry?
2- Is there any right that allow users to change the environment
variables?

Reading posts in this group, I have seen that the
"%SystemRoot%<dirs;>%SystemRoot%" is used to specify the PATH for the
administrator...

3-Can others specifiers (as %AllUsers or %DefaultUser) be used to set
the PATH variable?

Any help or track would be very wellcome.
