Netscape across Subnet Masks

I need to find a way to use netscape over 2 different subnet masks, a
9-bit and an 8-bit so that I can route across the 2 and my users can get
to web pages from either. Is there anyone with the expertise to give me
any pointers as to how this can be accomplished? I am using NT servers
with Cisco routers to access a T-1. There is an in-house 9-bit subnet
that we are using as well as an Internet-wide 8-bit subnet. But short of
reconfiguring TCP/IP within windows and re-booting each time to gain
access to each of the subnets is there a way to do this?
