How to restore vpn after hibernation -and- detect vpn disconnect and restore it. Windows 7

Using a batch file in startup folder (Windows 7) to launch rasdial and
make vpn connection transparent..works a treat at boot/reboot time.
However my vpn connection does not get restored when my laptop resumes
out of hibernation.

How might I get rasdial to:
(1) detect disconnection (once already successfully connected) and
restore my vpn connection?
(2) restore my vpn connection when my Win 7 laptop resumes out of
hibernation?
I would prefer to do it myself someway and not rely on a 3rd party app
